Wraparound Housing Services
MSD funds Wraparound Housing Services for people who use violence or are at risk of using violence.
This initiative aims to provide early intervention support for people at risk of or using violence and to foster greater safety, stability, and long-term healing and recovery for those affected by family violence.
This service is predominantly, but not exclusively, for males aged 18 years or over who have been issued a Police Safety Order (PSO). It provides access to 24/7 accommodation and wraparound support services where people can receive the support they need, when they need it. It is also designed to help people who use violence to address their harmful behaviour before it escalates. The support can look like:
- a 24/7 safe house
- a risk and needs assessment
- responsive formal and informal support
- information and education about family violence
- options to ensure clients have ongoing support after exiting the accommodation
- options for family and/or whānau.
Wraparound Housing Services is part of a broader MSD work programme dedicated to improving support for individuals experiencing or using family violence.
Through Budget 2021, MSD received $12.219m over four years to continue funding Wraparound Housing Service providers.
Expanding the Wraparound Housing Services
MSD received additional funding from a budget transfer from the Ministry of Justice to re-design and manage their Risk and Needs Assessment pilot for people bound by a PSO. This enabled MSD to fund two new providers to deliver Wraparound Housing Services in the Tauranga and Wellington regions.
Wraparound Housing Services now operate across five regions - Auckland, Tauranga, Hamilton, Wellington and Christchurch.
Future state of the Wraparound Housing Services
MSD is collaborating with service providers to share insights and learn from each other’s experiences. There is a focus on improving reporting and data collection to enhance outcomes, gather evidence, and strengthen the wider family violence system.
MSD is currently undertaking an evaluation of MSD-funded services that support the continuum of care for men using violence, including understanding the impact of Wraparound Housing Services in men’s long term behaviour change.
