
Te Pae Tawhiti Programme
Te Pae Tawhiti Programme (the Programme) is a multi-year change work programme to enable the Ministry of Social Development (MSD) to deliver services that are easier to use, more accessible and integrated across employment, housing, and income support.
The Programme will also modernise MSD’s technology, improve our secure use of data and information to support this change, build system agility and resilience, and allow MSD to partner more often and more effectively.
Why are we doing it?
We want to make it easier and simpler for New Zealanders to get help and support through the welfare system.
The Programme will help us achieve the shifts we want to make, set out in Te Pae Tawhiti – Our Future, MSD’s strategic direction.
The Programme will also position us to deliver the changes to the welfare system that the Government requires.
How long will this take?
The changes we want to make are significant and complex.
This is going to be a multi-year process with the first improvements expected to be delivered in 2025.
What’s next?
Following Cabinet’s approval of our Programme Business Case in May 2022 we are now developing a Detailed Business Case (DBC), which is scheduled to be completed in early 2023.
The DBC will outline the priority initiatives for the first phase of the Programme. At this stage we anticipate the first phase will begin in 2023 or 2024.

Information for market providers
Te Pae Tawhiti is a multi-year change programme, divided into a series of stages or “horizons”.
The type of organisational transformation MSD is planning requires specialist expertise and we intend to partner with providers to achieve our objectives.
In Horizon 1 we’re focusing on four areas:
- Digital experience enabled
- New Zealanders can access digital employment services
- Development of new case management practices
- More efficient and effective partnering through improvements in contracting and commissioning.
Market engagement update
On 27 June 2022 we held briefing on the Programme and specifically an experience platform and digital employment capabilities, products and solutions. We appreciated the level of interest from the market with over 80 vendors attending.
We received 25 responses to our market brief listed on GETS, and we selected the following organisations to participate in deep-dive sessions to help us understand the art of the possible:
- WCC Group
- Microsoft
- Service Now
- Salesforce
- Pega Systems
This was a significant investment by both the participants and MSD with 15 sessions held during August 2022. The deep dives have been invaluable in demonstrating the range of opportunities as well as providing crucial market analysis and intelligence to inform our work on the DBC. We would like to thank all those who attended the presentation, submitted responses and took part in the market engagement.
The data gathering for the DBC is ongoing, and we have identified a number of government agencies both in NZ and abroad for further conversations.
