These papers are the Detailed Business Case to continue the Ministry of Social Development’s transformation programme. MSD will change the way it operates, modernise its technology and business processes to support new and more efficient ways of working, and reduce costs and risk.
Te Pae Tawhiti Programme Briefing (December 2023)
An introductory briefing on Te Pae Tawhiti programme was submitted to the Minister for Social Development and Employment in December 2023.
It’s a secondary document to MSD’s Briefing to the Incoming Minister and provides the new Minister with detailed information on the Programme, following the General Election.
Te Pae Tawhiti Programme, Gateway Review Report - Gate 0 extract (December 2023)
Gateway is an independent review process facilitated by Treasury and carried out by a mix of experts usually sourced from both the public and private sectors. It rates the progress of government projects and programmes and their likelihood of successful delivery. Gateway reviews are done at several key points in programme lifecycles. The review extract summarises the review panel’s conclusion from the Gate 0 review of Te Pae Tawhiti Programme in December 2023.
Detailed Business Case (June 2023)
A Detailed Business Case is part of Treasury’s Better Business Case process.
The purpose of the Detailed Business Case is to outline the changes under the first Horizon of the Programme, exploring projects that lay the foundations for digital services and case management change. It analyses options and proposes a preferred option. It demonstrates that the investment proposal for Horizon One is robust and investment ready.
Programme Business Case (May 2022)
A Programme Business Case is part of Treasury’s Better Business Case process.
It defines the scope of the Programme, providing an understanding of what the Programme is, where its boundaries are, and the likely overall cost and funding envelope.
