Social Inclusion and Participation: A Guide for Policy and Planning

“Social inclusion and participation” is a shorthand term for the government’s vision of fairness, opportunity and security for all New Zealanders, and also describes the means we employ to achieve these ends.

This report provides a conceptual framework and step-by-step guide for policy development and service delivery planning in relation to population groups or subgroups. It has been developed particularly for use within the Social Inclusion and Participation work group of the Ministry of Social Development.
