Does New Zealand Cannabis Policy Need Dutch Courage?

This paper describes and analyses the Dutch approach to cannabis, in order to better contextualise any future debate about adopting or adapting a Dutch style "decriminalisation" model in New Zealand. It draws upon field research and key informant interviews in Amsterdam, Rotterdam, Utrecht and The Hague. The paper reviews the pros and cons of the Dutch model and concludes by discussing its relevance to New Zealand.
