This very brief response from the National Manager Strategic Policy of the Children, Young Persons and Their Families Service (CYPFS) notes that development work is being done in his organisation in recognition that quality measure now being used are weak, but argues that Duncan’s paper could have extended its analysis to the whole welfare sector and the distribution and co-ordination of funding.
