Establishment of a Social Sector Commissioning hub - Budget 2022

We’re changing how government agencies commission services in the social sector.

Government is investing $2.0 million over two years to provide central support for more consistent commissioning practice across the social sector.

This initiative will establish a hub to provide dedicated expertise to support implementation of the Social Sector Commissioning change programme.

  • The Government is resetting how government agencies work in partnership with NGO providers and communities, to support individuals, families and whānau to live lives that they value.
  • A key change is to overcome the inconsistent and siloed approaches to commissioning by government agencies. This causes inefficiencies for NGO providers and government agencies, and takes the focus away from providing support to individuals, families and whānau.
  • The Commissioning Hub will help government agencies improve social sector commissioning processes and will monitor and evaluate progress. It will also support the Social Wellbeing Board to deliver its system stewardship role.

The two years’ funding for the Commissioning Hub will help change get underway and will support monitoring of progress.

  • The Commissioning Hub will provide day-to-day coordination across government agencies, including providing advice and developing resources and tools to help agencies and NGOs achieve change.
  • The Commissioning Hub will regularly collect information from NGO providers to keep the Social Wellbeing Board and Ministers informed on progress with embedding change.
  • The collection of NGO providers’ information will also allow the Commissioning Hub to share learnings across the government and NGOs. This will help sustain and promote change, and reduce the likelihood of agencies’ and NGOs’ duplicating work.
