MSD Reports

Child Poverty Reduction Targets

These documents set out the key advice provided to the Minister for Child Poverty Reduction from March to June 2024 in relation to setting the third intermediate child poverty reduction targets and changing the ten-year targets. Under the Child Poverty Reduction Act, the Minister was required to set third intermediate child poverty targets by 30 June 2024; these targets were set on 27 June 2024. The Minister also considered advice on changing the ten-year child poverty targets, originally set in 2018. The Minister ultimately decided not to change the ten-year targets.

The Social Outcomes Model

The Social Outcomes Model (SOM) provides a long-term and holistic view of the lives of all people in New Zealand aged 16+. The SOM is run annually and combines people’s historical use of the benefit and social housing systems, with their employment history and interactions with other government agencies such as Health, Justice, and Education, alongside forecasts about the economy to understand how people move into, through, and out of the benefit and social housing systems.

This report provides information on the benefit system, offering insight into how the dynamics are changing over time using analysis from the SOM. It includes key insights from the latest model update (2023 SOM, using data up to September 2023).

This report focuses on projections of average future years on a main benefit and in employment for specific groups of interest. These results are compared to the previous year’s (2022 SOM) estimates to help explain what changes have occurred over the past year.

Emergency Housing Deep Dive Report - July 2024

The target to reduce the number of households in emergency housing by 75 percent by 2030 was announced in April 2024, and a range of policy and operational changes have been introduced to support reducing the reliance on emergency housing. This report summarises our current understanding of factors contributing to the decrease in emergency housing throughout 2024 based on data analysis, including trends for entries, exits, and where people go after they leave emergency housing.

Budget 2024 Information Release

The documents relating to Budget 2024 have been released in response to, and in anticipation of, requests for Budget-related information from the public.

Emergency and public housing regional data – 2021

The regional dashboards provide a snapshot of how the emergency housing system functioned at a regional level for the 2021 calendar year. The dashboards include information on emergency housing special needs grants (EH SNGs), the public housing register and transitional housing places.

Housing Support Products

Housing Support Products (HSPs) provide financial assistance to vulnerable households to help them obtain (through assistance with bonds and rent in advance) or maintain (through assistance with rent arrears) a tenancy.

Public engagement to inform the Review of Working for Families took place from April to June 2022

The engagement sought feedback on how the current system could be improved to better meet the needs of families and whānau in Aotearoa. The report summarises findings from survey responses, written submissions and sessions with key stakeholders.

Rotorua emergency housing report

The vast majority of people in emergency housing in Rotorua are from Rotorua, from nearby towns, or are coming back to Rotorua to be with family after a period away. In a number of cases they have come back to live with whānau, and have not initially needed emergency accommodation, but these accommodation options have then broken down and they have become homeless. It’s important to support people in this situation.

Pacific prosperity through social enterprise report

The Pacific Prosperity Through Social Enterprise report is a joint Ministry of Social Development (MSD) and Ministry for Pacific Peoples (MPP) pilot initiative demonstrating the value of Pacific social enterprise in Aotearoa New Zealand.

Better Later Life - He Oranga Kaumātua 2019 to 2034 and Release of the First Action Plan

To provide an update to Cabinet on the implementation of Better Later Life – He Oranga Kaumātua 2019 to 2034 (the Strategy) and seeking Cabinet approval to release a first Action Plan to implement the Strategy for the period 2021 to 2024.

Royal Commission of Inquiry - Mosque Attacks

This release includes advice provided by the Ministry of Social Development (MSD) in the lead up to the release of the report of the Royal Commission of Inquiry Report into the Attack on Christchurch Mosques (RCOI).

Youth Service Review 2018/19

These documents outline findings and recommendations from the Youth Service Review, undertaken in 2018/2019. This involved extensive consultation with over 1,250 young people, and external and internal stakeholders.

Independent assessment highlights MSD’s focus on early fraud intervention and prevention

An independent assessment commissioned by the Ministry of Social Development (MSD) into its fraud practices has shown the Ministry is headed in the right direction in its overall approach to fraud.

Proactively releasing information promotes good government, openness and transparency, and fosters public trust and confidence in agencies. MSD supports the proactive release of Cabinet papers in line with the guidance set out in the Cabinet Manual and Cabinet Office Circular (18) 4.
