Establishing the Welfare Expert Advisory Group
The Government is committing to overhauling the welfare system, to ensure it is accessible and fair to all New Zealanders.
Hon Carmel Sepuloni, the Minister for Social Development, recently announced the establishment of the Welfare Expert Advisory Group, which has been tasked with undertaking a broad-ranging review of the welfare system.

Terms of reference
The Cabinet Paper “Establishing the Welfare Expert Advisory Group” outlines the proposed scope and approach for the Welfare Expert Advisory Group as at March 2018. Changes were made following consultation with key stakeholders, including the Chair of the Welfare Expert Advisory Group. These changes reflect the Minister’s intention that the Welfare Expert Advisory Group should be focusing their efforts on considering fundamental reform to the whole welfare system, and providing them with a longer timeframe for their work.
